Research behind aviation safety, railroads, highways, and how Americans get around.
The Department of Transportation funds the research behind how Americans move: the Federal Aviation Administration's work on air-traffic systems and aviation safety, railroad research, highway technology, and the safety science behind vehicle standards.
This is one of the steadiest lines in the federal research budget. Adjusted for inflation, transportation research and development (R&D) has hovered around $1 billion in 2017 dollars essentially since 1976 — dipping in the 1980s, recovering in the early 1990s as new surface-transportation law passed, and touching its real-terms high of about $1.3 billion in 2022, the era of the Bipartisan Infrastructure Law.
Fiscal year 2025 came in at about $1.5 billion in current dollars, and the 2026 estimate of roughly $1.4 billion — carried over from the White House budget request — would keep the half-century pattern intact. Congress has since enacted the FY 2026 budget; the budget-cycle section below shows where the department's main research accounts landed.
